Saudi security forces and the Wahhabi &#8216;religious police&#8217; have killed at least two Shia pilgrims in the holy city of Medina in what appears to be a premeditated and coordinated attack. The courtyard of the holy mosque of the Prophet (s) witnessed heavy clashes on Tuesday afternoon when security forces opened fire on Shia pilgrims who had come to commemorate the death anniversary of the Holy Prophet of Islam.<br />
The provocations began on Friday evening when religious police prevented pilgrims from mourning the death of the Holy Prophet and instead started to film a group of female Shia pilgrims outside the al-Baqee Cemetery in Medina. Footage of this unwarranted provocation has been made available online: YouTube. The raw footage captures the highly charged atmosphere in the courtyard caused by the aggressive conduct of the religious police.<br />
When male relatives expressed their protest at the mistreatment of the female visitors to the shrine, five of them were jailed by security forces. The names of those jailed are: Abdullah Muhammad Al-Matroud, Abdul-Aziz Al-Darwish from the town of Qatif, Murtadha Faysal Al-Arbash from Dammam, Abdullah Jum’ah Al-Mumin aged fifteen (15) and Mukhtar Muhammad Al-Nasir.<br />
Wahhabi religious police in the holy cities of Mecca and Medina are notorious for manhandling Shia pilgrims and often subject them to harsh treatment. The Saudi kingdom on its part has a long history of support for Wahhabi and Salafi radical groups, with leading figures in the monarchical hierarchy such as Bandar bin Sultan, known for their particular hatred towards the Shia.<br />
The clashes boiled over on Tuesday when Saudi security police aided by Wahhabi fanatics set a parameter around visiting Shia pilgrims and later opened fire on them resulting in two fatalities and several casualties, some of whom with life-threatening injuries. Amongst those critically injured is young Abdullah Al-Hassaani aged fifteen (15) who is presently being treated in the intensive care unit in one of the hospitals in Medina. Abdullah was shot in the chest by security forces.<br />
Earlier in the day, Shia cleric Sheikh Jawad Al-Hodhry was attacked with a knife by a Wahhabi fanatic at the entrance of the mosque of the Holy Prophet.<br />
The nature in which the Saudi security forces have conducted themselves in dealing with visitors to the holy shrine of the Prophet, and the consequent escalation to bloody clashes witnessed in the courtyard of the holy mosque shows a well planned and premeditated attack aimed at vilifying, and laying blame on the Shia population in Saudi Arabia. There can be no doubt that in the aftermath of these clashes there will be even more severe restrictions placed on Shias living in the kingdom.<br />
Reports by human right groups have always underlined the systematic suppression faced by the Shia minority at the hands of the Saudi government.</p>

The giant of the region, asleep for more than 150 years, awoke to find that during its long absence complacency and negligence had blighted and warped the contours of the ancient land&#8217;s identity. Those old enough to remember the former monarchy in Iran and the society formed around its tastes and decadence, also recall that all was essentially far from well. There was a first world mirage superimposed on the true visage of a developing country. It was almost as if a fresh coat of <span id="more-141"></span>paint had been applied to all facets of life within a society whose fabric had long withered away. The seemingly mighty Imperial armed force of Iran, having been almost entirely equipped by the West was unable to function without western expertise and military advisors. There were industries of sorts, whose output consisted of the assembly under license of second grade western goods for the domestic market. The imperial court of Iran functioned hinged on foreign interference, flattery, corruption, intrigue, jealousy and rumors. And the absolute monarch lacked the strength of character to be able to exercise any kind of control over his court, let alone the affairs of the state. The disjointed and awkward circus was held together by a brutal secret police whose appointed leaders’ allegiance was to the US and the West. Declassified American documents on Iran show that by 1979 the former shah’s main backer had acknowledged the status quo could not be maintained. But gripped by the fear of a Soviet invasion of Iran following a popular uprising against the monarchy, Washington kept supplying arms and providing assistance to the tottering monarch. Yet a macabre semblance of normality was maintained in which people went about everyday life like sleepwalkers near the edge of a cliff. The artificiality of day-to-day existence in Iran amazed all those who visited the country from abroad and countless foreign journalists noted the contrast between Iran’s international media image and actual reality. Even the Iranian manufactured boxes of tissue paper arranged carefully on fashionable Tehran restaurants’ tables did not function as they should have –although they looked every bit the part. If you tried to pull one tissue out to dry your hands one of two eventualities took place: either the tissue got jammed and ripped apart in your hand, or five pieces of tissue came out at a tug!! In a sense pre-Islamic Revolution Iran can be likened to its domestically produced boxes of tissues. On the surface all was good and well until you had to delve into it in some way; and then the can of worms would come alive. The Islamic Republic of Iran is not about bravado and image. Its leaders do not have their suits tailored in London’s fashionable Savile Row. Iran is not about pomp and ceremony of a fake imperial court with no imperial power. Iran is about what you see today, it is a nation throbbing with capable and educated youth trying to make their way in the world. What you see on Iranian cities’ streets is what you get. And to some that in itself is the greatest achievement of the revolution. The Islamic Revolution has managed to put Iran’s soul back into its body. And Iran is doing just fine living in its own skin.</p>

<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">TERORISME merupakan sebuah istilah yang saat ini banyak digembar-gemborkan oleh media massa dunia. Tulisan ini ingin mendefinisikan istilah terorisme dalam perspektif yang luas dan membedakannya dengan perjuangan rakyat membela negaranya dan pembebasan wilayah mereka. Ini berarti bahwa kita akan mempertimbangkan langkah-langkah berikut.<span id="more-135"></span> Pertama-tama, mengacu pada referensi-referensi Islam guna menentukan kriteria utama, mengidentifikasikan prinsip-prinsip yang menjadi sumber dalam menilai tujuan dan tindakan kemanusiaan, dan menjadikan prinsip-prinsip tersebut sebagai basis penilaian kita dalam menghadapi kasus-kasus yang beraneka ragam.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Kedua, mencek sifat alamiah manusia yang terbebas dari kepentingan terbatas, untuk mengidentifikasi peraturan-peraturan manusia yang dapat diketengahkan di kancah internasional sebagai kriteria manusia yang general. Oleh karena itu, hasil sudi kami ini mesti meliputi berbagai masalah internasional dan menggambarkan kerangka kerja yang general. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Ketiga, berdasarkan kemanusiaan dan Islam, kami menyimpulkan definisi yang eklusif dan komprehensif, misalnya memasukkan seluruh kriteria terorisme yang nyata dan mengecualikan kriteria terorisme yang sebenarnya termasuk prinsip-prinsip yang luhur. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Keempat, kemudian, kita mengaplikasikan kriteria-kriteria yang disampaikan tersebut ke contoh-contoh terorisme nasional dan internasional. Kita menceknya satu persatu berdasarkan hasil-hasil yang telah dibuat, lalu menyampaikan penilaian yang cocok dan pas, yang terbebas dari segala kesamaran atau kelicikan dan memberi kata sifat yang benar pada masing-masing tindakan. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;"> </span></p>
<p style="text-align:justify;"><strong><span style="font-size:10pt;color:black;font-family:Batang;">Batasan Studi</span></strong></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Berdasarkan pengantar ini, kami membatasi studi kami pada poin-poin berikut. Poin Pertama, seperti yang dimafhumi bahwasanya setiap blok internasional, setiap negara bagian atau bahkan setiap masyarakat memiliki musuh dan lawan yang akan dihancurkannya, dan tatkala konflik semakin memanas, masing-masing kelompok mencoba menurunkan reputasi yang lainnya dengan menyandangkan nama-nama buruk seperti anarkis, krimininal, tidak syah, tidak manusiawi, teroris dan lain sebagainya.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Mungkin juga kita mendapati dua kelompok bekerjasama dalam melakukan tuduhan-tuduhan keji tersebut dengan tujuan menghilangkan hak-hak kelompok lain dengan dalih keterlibatan dengan kelompok musuh atau berencana melawan hukum.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Untuk mewujudkan proses ini, masing-masing kelompok menggunakan pengaruh internasional guna membujuk kelompok lain untuk bergandengan tangan dengannya baik dalam tindakan atau dalam pertemuan internasional. Jadi isu ini menyatakan sebuah karakter yang umum dan kemenangan pada suatu kasus merupakan sebuah permasalahan tekan-menekan, pengaruh dan kekuatan persuasi, bukannya permasalahan yang logis.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Oleh karenanya, perasaan dipengaruhi dan sentimen dieksploitisir demi mewujudkan rencana yang dimotivasi oleh kepentingan pribadi, misalnya atas nama anti-teroris. Jelasnya terorisme merupakan hal yang secara manusiawi buruk (bila mengabaikan motif dan tujuannya), dan tak seorangpun akan menerima ancaman dalam bentuk apapun, seperti ancaman atas kehormatan, kebebasan, kesejahteraan, keimanan, pekerjaan dan lain-lain. Perasaan ini bersifat instintif, alami dan pasti.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Poin kedua, kita merenungkan kata &#8220;terorisme&#8221; pada satu sisi, dan akibat serta dampaknya bagi kehidupan manusia pada sisi lain, maka kita akan mengetahui bahwa terorisme mungkin dilakukan dalam beberapa tingkat. Ada terorisme yang mengganggu keamanan, harkat martabat, harta milik, dan lain-lain. Ada terorisme budaya yang mencabik-cabik identitas kemanusiaan, dan menyebabkan kehancuran dan ketidakpastian; ada pula terorisme informasi yang merampas kebebasan manusia menghirup udara segar. Kita dapat menyebutkan jenis-jenis terorisme lain, seperti terorisme ekonomi, terorisme ilmiah, terorisme diplomatik, terorisme militer dan lain-lain.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Namun, kitapun dapat menemukan pembagian terorisme berdasarkan tipe pelakunya, yaitu terorisme resmi dan tidak resmi. Yang lebih berbahaya dari tipe ini adalah terorisme resmi yang terdiri dari tindakan-tindakan yang didukung oleh markas atau negara yang telah dikenal secara internasional, baik oleh angkatan bersenjata negara tersebut atau elemen-elemen individu atau dalam bentuk operasi yang menguntungkan markas tersebut. Yang berseberangan dengan tipe ini adalah terorisme tidak resmi.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Poin ketiga, kita mungkin bisa berfokus pada dua faktor yang signifikan: motif pelaku dan penerimaan orang atas tindakannya. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Hal-hal di atas merupakan aspek-aspek yang amat berkaitan. Motif personal seorang pelaku mungkin tampak manusiawi bagi seseorang tapi mungkin tidak begitu bagi rakyat. Sebaliknya, pelaku mungkin tidak merencanakan sesuatu yang manusiawi namun menurut pendapat publik hal-hal yang direncanakan itu manusiawi.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Oleh karena itu, setiap pendapat mungkin memiliki penilaian yang berbeda-beda apakah penilaiannya baik atau buruk (hukum ushuli mempunyai peran besar dalam penyelidikan berdasarkan rasio yang membedakan antara perbuatan baik dan buruk, namun bukan tempatnya pembahasan masalah ini di sini). Yang mesti dinyatakan di sini bahwa faktor-faktor tersebut, yang diambil secara terpisah menentukan kebaikan atau keburukan suatu tindakan atau menilai suatu tindakan positif atau negatif. Penilaian positif berdasarkan dua faktor tersebut harus diterapkan untuk menilai dan bertindak.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Oleh karena itu kita mesti meyakini objektivitas investigasi kita yang menemukan sebuah kriteria untuk mengidentifikasi suatu kesepakatan dan humanitas suatu tindakan dari sudut pandang Islam dan manusia secara umum. Adapun yang berkaitan dengan sudut pandang Islam, kita mesti mengacu pada prinsip-prinsip, konsep-konsep dan penilaian-penilaian yang berkaitan dengan pertanyaan tentang teroris – dalam arti yang harfiah – untuk mendapatkan definisi umum terorisme yang keji, yaitu terorisme yang ditolak oleh Islam yang bertentangan dengan proses kesempurnaan manusia yang ditetapkan oleh Allah Yang Mahakuasa kepada umat manusia melalui sifat manusia dan diterangkan berdasarkan wahyu.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;"> </span></p>
<p style="text-align:justify;"><strong><span style="font-size:10pt;color:black;font-family:Batang;">Perspektif Ajaran Islam</span></strong></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Bilamana mengacu pada ajaran Islam, kita mendapati informasi yang melimpah ruah mengenai hal ini, dan kita menyaksikan bahwa para ahli hukum Islam telah mengkaji aspek-aspek yang berkaitan dengan persoalan ini. Kita memiliki pendapat mengenai al-baghi, yaitu pemberontakan bersenjata menentang pemerintahan yang sah dan adil, intimidasi kepada khalayak banyak dan penyelidikan atas tujuan politik yang bermaksud memecah belah serta membahayakan keutuhan nasional.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Kita juga memiliki pendapat mengenai al-harabah, yang berdefinisi &#8220;penggunaan senjata, di darat dan di laut, siang atau malam hari, untuk mengintimidasi rakyat, kota-kota atau daerah lainnya, oleh laki-laki atau perempuan lemah dan kuat.&#8221; Allah Swt berfirman dalam al-Quran: </span></p>
<p style="margin-left:72pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Sesungguhnya pembalasan terhadap orang-orang yang memerangi Allah dan Rasul-Nya dan membuat kerusakan di atas bumi hanyalah mereka dibunuh atau disalib, atau dipotong tangan dan kaki mereka dengan bertimbal balik, atau dibuang dari negeri. Yang demikian itu suatu penghinaan untuk mereka di dunia, dan di akhirat mereka beroleh siksaan yang besar. (QS. 5:33) </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Ayat tersebut menyebutkan subjek dan tujuan yaitu perang melawan masyarakat dan menyebarkan kerusakan di atas bumi. Juga disebutkan hukuman berat yang ditimpakan pada pelakunya, hal ini menunjukkan perhatian Islam pada permasalahan ini.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Ada pula hukum-hukum tentang pencuri dan pembunuhan yang dapat disebutkan dalam masalah ini. Kita juga mendapati teks Islam yang berkenaan dengan ini, misalnya pembunuhan (<em><span style="font-family:Batang;">al-fatk</span></em>), penipuan (<em><span style="font-family:Batang;">al-ghilah</span></em>) dan persekongkolan jahat (<em><span style="font-family:Batang;">al- I’timar</span></em>).</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Terdapat juga teks-teks yang menetapkan penghormatan mendalam atas perjanjian bahkan bila ditemukan kemudian bahwa perjanjian tersebut menguntungkan orang lain. Selama dia taat pada ketetapan, perjanjian ini mesti diperhatikan.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Lebih jauh lagi, kita juga mendapati persyaratan sistem moral Islam yang terdiri dari konsep-konsep yang tidak diketahui oleh hukum positif namun berakar secara mendalam pada sistem ini. Misalnya berbohong termasuk dosa besar dan begitu pula fitnah. Oleh karena itu, kita meyakini bahwa Islam benar-benar melindungi seluruh bentuk kebebasan manusia yang sebenarnya, dan melindungi harkat martabat individu dan masyarakat, juga kepaduan masyarakat dan integritas keluarga. Islam memandang segala bentuk penyerangan atas mereka sebagai kejahatan besar yang mesti dihukum seberat-beratnya seperti hukuman mati, penyaliban dan sebagainya.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Islam menegakkan prinsip tanggung jawab personal dan memandang serangan berupa apapun terhadap orang tak berdosa sebagai kejahatan besar. Islam berorientasi pada perlindungan pada si lemah, si tertindas dan menyeru jihad untuk melindungi mereka: <em><span style="font-family:Batang;">&#8220;Dan mengapakah engkau tidak berperang karena Allah, dan orang-orang tua laki-laki dan wanita yang tidak berdaya …&#8221;</span></em> (QS. 4:75).</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Umat Islam diharuskan senantiasa membela orang tertindas hingga mereka mendapatkan hak-hak mereka. Imam Ali as memberi nasehat pada kedua anak laki-lakinya: &#8220;Jadilah kalian penentang para penindas dan pelindung para tertindas.&#8221; Beliau juga berkata: &#8220;Bagiku orang yang rendah adalah mulia hingga aku memperoleh hak-hak untuk mereka, dan orang yang kuat adalah lemah hingga aku memperoleh hak-hak dari mereka.&#8221;</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Mungkin kata-kata tersebut sejalan dengan al-Quran yang berbicara mengenai karunia keamanan: &#8220;Dan telah membuat mereka bebas dari rasa sakit&#8221; (QS. 106:4) merupakan bukti terkuat mengenai pentingnya keamanan dalam Islam.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Namun, untuk mengelaborasi seluruh persoalan yang berkaitan dengan ini membutuhkan waktu lama sekali. Kita berpendirian bahwa kriteria pertama untuk mengetahui kebaikan adalah niat si pelaku, dan kelayakan tindakannya adalah bila diiringi spirit <em><span style="font-family:Batang;">dîn</span></em>, baik hukum ataupun konsepnya.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Kita alihkan perhatian kita pada kerangka pikir kedua, yaitu kerangka pikir manusia secara umum. Kita dapat menerima prinsip-prinsip yang disepakati secara mutlak oleh manusia seperti yang ditunjukkan oleh aparat pemerintahan resmi, organisasi popular, kesadaran dan sentimen, sebagai kriteria lain untuk menentukan adanya kebaikan atau keburukan niat si pelaku, dan kebaikan umum yang disebutkan di atas (walaupun kedua kriteria tersebut tumpang tindih).</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Dari contoh berikut, kita dapat menyaksikan kesepakatan umum manusia pada saat ini dalam menilai sesuatu yang tidak manusiawi.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">1. Prostitusi dan disintegrasi hubungan keluarga. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">2. Narkotik dan disintegrasi kepribadian rasional individu. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">3. Kolonialisme dan perusakan harkat martabat manusia serta penjarahan sumber kehidupannya. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">4. Rasisme dan disintegrasi persaudaraan manusia.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">5. Pelanggaran semua hak yang jelas dan merusak kesepakatan. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">6. Pemboman atas area yang berpenduduk, menggunakan senjata kimia, menyerang kapal terbang sipil, bandara nasional, kendaraan komersial dan turis, dan metode-metode sejenisnya yang secara universal dikutuk dalam peperangan. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Tidak ada perbedaan apapun berkenaan dengan hal-hal di atas. Oleh karena itu, hal-hal tersebut dan hal-hal lainnya yang serupa bisa dimasukkan dalam satu definisi, dan segala tindakan untuk memusnahkannya dan menentangnya merupakan tindakan yang mesti didukung bila tidak diiringi praktik menindas nilai kemanusiaan lainnya.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Poin keempat, definisi terorisme. Berdasarkan pandangan di atas, kita dapat membuat definisi terorisme yang komprehensif, definisi yang diterima secara bulat dan tempat kita mengacu.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Namun sebelum mengetengahkan definisi seperti itu, kita sebaiknya memperhatikan butir-butir berikut: </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">1. Intimidasi dan pelanggaran atas berbagai jenis keamanan. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">2. Niat dan motif yang tidak manusiawi. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">3. Ketidakbenaran tujuan dan maksud serta praktek suatu perbuatan menurut ukuran manusiawi. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Oleh karena itu, definisi yang mungkin memadai adalah sebagai berikut: Terorisme adalah suatu tindakan yang dilakukan untuk meraih tujuan yang tidak manusiawi dan buruk (<em><span style="font-family:Batang;">mufsid</span></em>) dan mengancam segala macam jenis keamanan, dan pelanggaran atas hak asasi yang ditegaskan oleh agama atau manusia.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Agar lebih jelas maka lihatlah poin-pin berikut: </span></p>
<p style="margin-left:72pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">1. Kita menggunakan istilah &#8220;manusia&#8221; sebagai ganti kata &#8220;internasional&#8221; agar lebih diterima, resmi atau tidak resmi, untuk menekankan karakter manusia yang general.</span></p>
<p style="margin-left:72pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">2. Kita memperkenalkan kata &#8220;korup&#8221; (<em><span style="font-family:Batang;">mufsid</span></em>) untuk mengkonotasikan sifat yang bertujuan tidak manusiawi, yaitu menyebarkan kerusakan di atas bumi, dan mencantumkan seruan untuk menghindari tujuan-tujuan buruk tersebut. </span></p>
<p style="margin-left:72pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">3. Kita menyebut berbagai jenis terorisme dengan istilah: &#8220;Keamanan dalam bentuk apapun.&#8221;</span></p>
<p style="margin-left:72pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">4. Kita menyebutkan dua kriteria, yaitu agama dan manusia, pertama-tama untuk menjaga kekonsistenan dengan keyakinan kita dan kemudian untuk menggeneralisir kriteria tersebut.</span></p>
<p style="margin-left:72pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">5. Seperti yang kita ketahui, fakta bahwa sebuah operasi disebut kasar tidak selalu menyatakan sebuah kondisi yang mirip terorisme. Berdasarkan definisi di atas, kita bisa menentukan suatu operasi termasuk terorisme atau tidak. Kita tegaskan bahwa definisi yang kita buat tidak meliputi hal-hal berikut: </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">a. Tindakan pembelaan negara yang menghadang kekuatan musuh, penjajah dan penjarah.</span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">b. Perlawanan rakyat atas klik-klik yang dipaksakan pada mereka oleh angkatan bersenjata. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">c. Penolakan atas kediktatoran dan berbagai bentuk kelaliman dan usaha untuk merusak lembaga-lembaganya. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">d. Perlawanan atas diskriminasi rasial dan penyerangan pada kubu-kubunya. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">e. Pembalasan pada berbagai jenis agresi bila tidak ada alternatif lainnya.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Selain itu, definisi tersebut tidak berlaku pada tindakan demokratis apapun yang tidak disertai oleh terorisme bahkan bila ia tidak memiliki tujuan manusiawi. Juga tidak berlaku pada tindakan yang merusak individu bila tidak berefek sosial.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Namun definisi di atas berlaku pada hal-hal berikut: </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">a. Pembajakan darat, udara dan laut. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">b. Seluruh operasi penjajah yang mencakup perang dan ekspedisi militer. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">c. Kediktatoran atas rakyat dan seluruh bentuk perlindungan pada kediktatoran tersebut, belum lagi tindakan pengrusakan mereka pada bangsa. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">d. Seluruh tindakan militer yang berlawanan dengan nilai kemanusiaan, seperti penggunaan senjata kimia, penembakan ke daerah sipil, peledakan rumah-rumah. Sesungguhnya, terorisme intelektual mungkin saja salah satu dari jenis terorisme yang paling bahaya. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">e. Seluruh gerakan yang merugikan kondisi ekonomi nasional dan internasional, menyengsarakan si miskin dan di malang, memperlebar gap sosio-ekonomi, dan menjerumuskan negara kepada lilitan utang. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">f. Konspirasi yang bertujuan melemahkan bangsa yang ingin merdeka dan bebas serta amat membebani mereka.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Terdapat banyak sekali contoh-contoh yang sesuai dengan definisi yang diusulkan.</span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Point ke-5, walaupun banyak pertemuan yang diselenggarakan dan banyak usaha memerangi teroris, namun umumnya gagal karena hal-hal berikut: </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">a. Memerangi terorisme tidak berdasarkan pertimbangan kemanusiaan internasional namun hanya demi kepentingan yang sempit. </span></p>
<p style="margin-left:108pt;text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">b. Tidak membasmi kondisi yang menyebabkan terorisme, tidak juga mencari motif terorisme yang sebenarnya. Adalah sesuatu yang amat menggelikan bahwa Amerika Serikat yang merupakan induknya terorisme internasional, dan perekayasa seluruh situasi yang penuh tekanan (<em><span style="font-family:Batang;">oppresion</span></em>) dan ketakberdayaan rakyat, dengan cara memperkuat rezim diktator, dan mendukung penguasaan wilayah dan serangan ganas atas daerah-daerah sipil, dan lain-lain mesti mengomandani kampanye anti terorisme yaitu tindakan apapun yang berseberangan dengan kepentingan imperialis. Membunuh seseorang di hutan merupakan dosa yang tak terampuni, namun pembunuhan besar-besaran pada sebuah bangsa yang damai merupakan pertanyaan yang dapat diperdebatkan. Namun obat penghancur terorisme – khususnya terorisme individual menurut pandangan kami adalah pemberangusan dan penghilangan sumber masalah. </span></p>
<p style="text-align:justify;"><span style="font-size:10pt;color:black;font-family:Batang;">Islam, dalam menentang seluruh kasus penyimpangan dengan kuat menekankan aspek ini. Islam pertama-tama mereformasi suasana sosial dan menghilangkan seluruh sumber kejahatan. Islam juga menekankan pengekangan diri melalui pendidikan jiwa yang amat mendalam dan membuatnya mampu mengelak secara spontan terhadap segala hal yang melanggar norma dan peraturan manusia yang telah ditentukan oleh syariat. Selain itu, Islam tidak mengabaikan sangsi yang komprehensif, realistis dan fleksibel sesuai dengan efek sosial yang diakibatkan.</span></p>
<p><span style="font-size:10pt;color:black;font-family:Batang;">Kembali ke realitas saat ini, kita mesti mengetahui kelaziman dari suatu sistem yang adil dan mencegah agresi dan pelanggaran batas atas hak-hak orang lain. Berdasarkan keadaan seperti ini, bila ada seseorang melakukan tindakan teror atau agresi maka seluruh manusia akan bangkit menentangnya. Namun, bila kita tidak mampu memenuhi standar ini, maka seluruh perlakuan kita akan bersifat lokal dan ringan; walaupun perlakuan kita ini mungkin meringankan kesusahan, tetapi tidak akan memberangus sebab penyakitnya.</span></p>

Hussain’s noble deed is so relevant to the entire human race that I am sure there is a far bigger audience waiting for him somewhere than the one he already has. All that is required is to draw people’s attention.<span id="more-132"></span><br />
Contemporary society, irrespective of race and religion, would do well to have a closer look at the Hero of Kerbala as his message transcends the barriers of caste creed, race and religion. Advocates of human rights, sociologists, reformers, theologians, all included, will find “delightful wisdom, sweet instructions, and a meaning suited to their mind”, in his story. His message is certainly not an exclusive preserve of any particular group. It embraces the entire human race. It was not a power struggle. Hussain persistently and explicitly expounded, “ What matters to me is to “correct not conquer” – An affirmation that he would die in the firm belief that a despot’s idiosyncrasies could never be an effective instrument of religious policies.<br />
Yazid became too big for his boots and assumed the characteristics of a despot who, almost as a condition of his position, made boastful and frivolous claims that he alone could lead the nation [ummah].<br />
Hussain was, however, committed to redeeming Islam and maintaining the faith intact.<br />
He hoped that matters would improve and kept a low profile to preserve amity. He had a clear choice: stand aside and let Yazid act according to his whims; (and thus join in and implicitly justify his abominable escapades) or counter his devious bluster. Hussain had to decide: to take the situation in its stride as a price worth paying for the “status quo”; or view it as an ominous foretaste of the consequences of the extensive damage done by the far-reaching anti-Islamic activities of Yazid, the mammon of unrighteousness, whose lust for power prompted him to beat the nation into the mould he favoured. He and his profane crew conspired to scuttle the ship of Islam by worse than heinous deeds, violating the aims for which Islam was born.<br />
Hussain had no desire to live under such a corrupt Caliph. He wanted to act as quietly and as “spontaneously” as possible so as to limit the possibilities of an open clash with the Caliph. But Yazid bargained hard. Hussain could not take his effervescent nonsense perpetually and did what was right.<br />
If the moral standards of human behaviour were as high as they were in the person of Hussain the world would be a better place to live in, is the obvious inference. His incredible cool and superhuman moral courage to achieve his mission stirs our deepest emotions. His exemplary conduct, throughout, and adorable conscience tore Yazid’s monstrous designs to shreds.<br />
The virtuous people will continue to do their duty to maintain righteousness in this world and in this they are entitled to universal recognition and support. Hussain’s acceptance of persecution in the cause of humanity was most convincing and moving proof of God’s immanence in men. He was a man par excellence who maintained the highest standards set by the martyrs and heroes of all ages. With a courage that was more than human he managed to leave a message for the entire world, “Do not submit to exploitation, of any kind; maintain a tenacious grip on veracity; better die with honour than live in shame”. He surely deserves universal recognition. “He is an immortal heir of universal praise”. More than Fourteen hundred years have passed but the memory of that adorable hero, who resolutely faced the soul-searching trials and tribulations, has not diminished. On the contrary, it has grown in intensity. Imbued with exemplary fortitude, moral fibre and aplomb, Hussain has emerged as the most revered and meritorious martyr the world has produced, who established the highest standards of excellence of which humanity prides itself.</span></p>

One&#8217;s perspective regarding government and governance determines the way one ‎should cooperate with the people.   If one recognizes government as a privilege and prey ‎of the governors, then the period of governance can be counted as an opportunity to fulfill ‎the expectations of certain individuals and groups or the ostentation and hedonism of the ‎governors.‎<br />
But if in our view, &#8220;government&#8221; would be a responsibility before God for ‎establishing justice and a duty to ensure the rights of common people, serving the ‎servants of God and helping the oppressed- then the most important issue will be the ‎people&#8217;s concerns.  If this is the case, governors would not view themselves as better than ‎other people and they wouldn&#8217;t put themselves in any other position except serving the ‎people.  ‎<br />

<p>The following is the full text of Ayatollah Seyyed Ali Khamenei&#8217;s message to pilgrims:<br />
In the Name of God, the Beneficent, the Merciful<span id="more-116"></span><br />
Once again the Land of Revelation has gathered legions of true-believers for its annual banquet. In the birthplace of Islam and the Holy Qur&#8217;an, eager hearts from throughout the world are now engaged in such rites which indeed show a sign of the eternal lesson of Islam and the Holy Qur&#8217;an to mankind: symbolic steps for implementing and applying such a lesson.<br />
The aim of this great lesson is to ensure the eternal salvation and dignity of mankind by training righteous people and establishing a righteous society; people who worship the One and Only God in their hearts and in practice and cleanse themselves from polytheism, moral impurities and deviant desires, and a society built out of justice, freedom, faith, vitality and all the other signs of life and progress.<br />
The main elements for such personal and social training are incorporated in the Hajj. Going into ihram and leaving individual distinctions behind, abstaining from many carnal joys and desires, circumambulating around the symbol of monotheism and praying in the Place of Ibrahim the Idol-breaker and the Self-Sacrificing, the hurrying between the two hills, finding tranquility in Arafat among the great numbers of monotheists from every color and ethnic background to passing the night in prayer and supplication in al-Mash`ar al-Haram with a fondness for God in one&#8217;s heart, devoting one&#8217;s heart and soul to God the Almighty in such a congested crowd, being present in Mina and stoning the satanic symbols, the meaningful concretization of sacrificing and feeding the poor and the wayfarer are all aimed at training, practicing and reminding us of it.<br />
In this perfect ritual, sincerity, purity of heart and disentanglement from materialistic engagements, endeavor, resilience, intimacy and seclusion with God, unity, concordance, homogeneity, adorning the soul and heart, committing the heart to solidarity with the great body of the Muslim Ummah, humility before the Ultimate Truth, firmness against falsehood, soaring in the desire for the hereafter and the firm resolution to adorn the world are all interwoven and constantly practiced: And among them there are those who say, “Our Lord, give us good in this world and good in the Hereafter, and save us from the punishment of the Fire.”<br />
This way, the Honored Kaaba and the Hajj rituals contribute to the resilience and the uprising of human societies and are filled with benefit and enjoyment for all mankind: Allah has made the Kaaba, the Sacred House, a means of sustenance for mankind… That they may witness the benefits for them, and mention Allah&#8217;s Name during the known days.<br />
Today, Muslims from all countries and races should appreciate the value of this great ritual more than before and benefit from it, for the horizon is brighter than ever in the eyes of the Muslim Ummah and the hope for reaching the goals Islam has envisaged for individuals and societies is greater than ever. If, in the last two centuries the Muslim Ummah got disintegrated and was defeated in the confrontation with the Western materialistic civilization and the atheist schools of thought of both the right and the left, today, in the 15th century of the Lunar Hegira, it is the economic and political theories of the West that are paralyzed and fading away. Today, as a result of the Muslims&#8217; reawakening and the retrieval of their identity and with the resurgence of monotheistic ideas and the logic of justice and divinity, a new dawn of prosperity and glory has begun for Muslims.<br />
Those who, in the not-so-distant past, were singing the tune of despair and believed that not only Islam and Muslims but also the foundations of spirituality and religiosity had been lost in the invasion of the Western civilization, are now today witnessing the resurgence of Islam and the revival of the Holy Qur&#8217;an as well as the gradual debilitation and collapse of those invaders, confirming all this with their tongues and hearts.<br />
I say with full confidence that this is only the beginning and the complete fulfillment of the divine promise of the victory of truth over falsehood, the reconstruction of the Ummah of the Qur&#8217;an and the new Islamic civilization are on the way: Allah has promised those of you who have faith and do righteous deeds that He will surely make them successors in the earth, just as He made those who were before them successors, and He will surely establish for them their religion which He has approved for them, and that He will surely change their state to security after their fear, while they worship Me, not ascribing any partners to Me. And whoever is ungrateful after that it is they who are the transgressors.<br />
The first and foremost sign of this inescapable promise was the victory of the Islamic Revolution in Iran and the establishment of the glorious Islamic system which turned Iran into a strong fortress for the idea of Islamic rule and civilization. The birth of this miraculous phenomenon amidst the height of the materialism and Islamophobia of rightist and leftist politicians and thinkers, and then its resistance against political, military, economic and propaganda strikes coming from all directions, gave rise to the creation of new hope and passion in the hearts of Muslims. With the passage of time and by the grace of God the Almighty, the strength and capabilities of the Islamic Revolution have increased and the hope it created is now more deeply rooted than ever. Over the last thirty years, the Middle East and Muslim countries in Asia and Africa have been the arenas where this victorious struggle is taking place: Palestine and the Islamic Intifada and the emergence of a Muslim Palestinian government; Lebanon and the historic victory of Hezbollah and the Islamic resistance against the arrogant bloodthirsty Zionist regime; Iraq and the establishment of a Muslim and populist government on the ruins of the atheist regime and the dictator Saddam; Afghanistan and the humiliating defeat of the Communist occupiers and their puppet government; the defeat and failure of all the plots hatched by arrogant America to dominate the Middle East; the incurable problems and chaos inside the usurper Zionist regime; the prevalence of the Islam-seeking masses in all or most of the neighboring countries and especially among the youth and intellectuals; the amazing scientific and technological progress in Islamic Iran achieved under severe economic sanctions and embargoes; the defeat of warmongers in America in the political and economic arenas and Muslim minorities&#8217; regaining their true identity and dignity in most of the Western countries. These are all clear indications of the triumph and advancements of Islam in its struggle against its enemies in this century that is the 15th century of Lunar Hegira.<br />
Brothers and sisters! These victories are all the fruits of jihad and sincerity. When the voice of God was heard from the lips of His servants, and the resoluteness and strength of the fighters of the true path were deployed and when the Muslims fulfilled their promise to God the Exalted and the Almighty fulfilled His promise in response, the path of history was changed: Fulfill My covenant that I may fulfill your covenant, and be in awe of Me alone. If you help Allah, He will help you and make your feet steady. Allah will surely help those who help Him. Indeed Allah is all-Strong, all-Mighty.<br />
Indeed We shall help Our apostles and those who have faith in the life of the world and on the day when the witnesses rise up.<br />
But this is still the beginning. Muslim nations still face treacherous roads ahead. One can never survive them unless one is equipped with the power of faith, sincerity, hope and jihad as well as insight and patience. This path cannot be taken with despair and pessimism, apathy and lack of spirit, impatience, lethargy and disbelief in the fulfillment of the divine promise.<br />
The wounded enemy is now resorting to anything and will spare no effort to strike back. We need to be resourceful, wise and to take advantage of opportunities. This way all the efforts of the enemy will fail. In the last thirty years, the enemies, mostly the US and Zionism, have been utilizing all their capacities but have failed miserably. The same thing will happen in the future, too, inshallah.<br />
The severity and intensity of the enemy&#8217;s actions usually show just how weak and imprudent he is. Look at Palestine and especially Gaza. The cruel and ruthless acts of the enemy, which are unprecedented in the history of human atrocities, are indicative of his weakness in overcoming the firm resolve of men, women and children who, with their empty hands, are standing against the Occupant Regime and its supporter, the superpower called America; they have spurned its demand which is to reject the Hamas government. May God the Almighty&#8217;s blessings be showered upon this resolute and great nation. The people of Gaza and the Hamas government have given meaning to the following everlasting verses of the Holy Qur&#8217;an which says: We will surely test you with a measure of fear and hunger and a loss of wealth, lives, and fruits; and give good news to the patient. Those who, when an affliction visits them, say, &#8220;Indeed we belong to Allah, and to Him do we indeed return.&#8221; It is they who receive the blessings of their Lord and His mercy, and it is they who are the rightly guided. You will surely be tested in your possessions and your souls, and you will surely hear from those who were given the Book before you and from the polytheists much affront; but if you are patient and God wary, that is indeed the steadiest of courses.<br />
Truth will emerge triumphant in its battle with falsehood and it is the oppressed and steadfast nation of Palestine that will ultimately be victorious over the enemy.<br />
And Allah is all-Strong, all-Mighty.<br />
Even today, the enemy has failed to break the resistance of the Palestinians. The claims of freedom and democracy and the slogans of human rights have turned out to be nothing but lies. This has greatly disgraced the US and most European regimes; disgraces from which they will not be able to recover soon. The infamous Zionist regime is more notorious than before and some Arab regimes have lost their honor and reputation which they did not have in this test.</p>
